California can still make its own rules. They already have similar laws with the Advanced Clean Truck regulations.

The state can fight in court (which they’ve done before), but if Congress passes a law shutting down the waivers, that’s it. Game over.

They could just make different models for different states. That’s how it used to be until standardizing became cheaper.
