Can someone explain why Tesla won’t let people buy out their leases? Doesn’t the fact that there are Model 2 taxis show that using used cars as taxis can work?

The concept of using used cars as taxis is indeed viable, as demonstrated by various taxi services around the world. However, Tesla’s decision not to allow lease buyouts is likely influenced by their anticipation of the potential value of a fleet of self-driving cars.
This is due to the company’s policy stating, “Model 3 and Model Y leases are not eligible for purchase regardless of delivery date.” Tesla has maintained this policy since introducing its most affordable electric car in 2017. For current Tesla owners, this may not be surprising.
