Can someone explain why Tesla doesn't allow lease buyouts? Isn't the existance of the model 2 taxi kind of disproving the "used cars as taxis" thing?

I was informed that Tesla will eventually employ its used cars as taxis, which is why they do not do lease buyouts. However, it looks like they are planning to create a whole model specifically for cabs. What then goes wrong?

Tesla doesn’t allow lease buyouts to maintain control over their vehicle resale market and pricing strategy. The Model 2 taxi initiative is a separate strategy aimed at specific market needs, distinct from their stance on lease policies for other models.

When you lease a new Tesla and someone buys your used one, it means two people get to drive Teslas instead of just one.
